Vietnam’s Ministry of Construction has proposed including four major railway projects in the national list of projects seeking foreign direct investment (FDI) during 2026–2030.
The four projects require combined investment of more than VND445 trillion (approximately USD17 billion) and will be developed under the public-private partnership (PPP) model, with individual investment requirements starting at nearly VND25 trillion. The projects are the Bien Hoa–Vung Tau railway, Ho Chi Minh City–Can Tho–Ca Mau railway, Mu Gia–Vung Ang railway and Thap Cham–Da Lat railway.
According to the Ministry of Construction, the projects are aligned with Vietnam’s national railway planning and transport development strategies and are intended to mobilise non-budget capital for infrastructure development. To improve investor interest, industry representatives have called for stronger risk-sharing provisions, clearer government support mechanisms and comprehensive feasibility studies before projects are presented to international investors.
