Pang Kin Keong, former Permanent Secretary for Home Affairs, has been appointed chairman of the Land Transport Authority (LTA) board, effective September 1, 2026. He succeeds Alan Chan, who has served as LTA chairman since April 2016. Pang joined the LTA board in April 2026 after retiring from Singapore’s Administrative Service on June 1 following 35 years in the public sector.
Pang previously served as Permanent Secretary for Transport from 2012 to 2017, where he led major initiatives including the planning of Changi Airport Terminal 5 and Tuas Port. He has also held senior positions including director of the Internal Security Department and principal private secretary to former Prime Minister Goh Chok Tong.
The Ministry of Transport said Pang’s leadership will support LTA’s efforts to advance Singapore’s land transport priorities and build an efficient, sustainable and people-centric transport system. During Chan’s tenure, Singapore expanded its rail network through projects including the Downtown Line, Thomson-East Coast Line and Circle Line, while the Jurong Region Line and Johor Bahru-Singapore Rapid Transit System Link progressed. Chan also oversaw initiatives in public bus electrification, EV charging infrastructure and autonomous vehicle trials.
Four new members, Chan Tsan, Darren Teo, Professor Phoon Kok Kwang and Yvonne Lim, will also join the LTA board from September 1, while five members will step down following the completion of their terms.
