The Philippines Department of Transportation (DOTr) confirmed there is still no clear timeline for the Sangley Point International Airport (SPIA) project, as the joint venture consortium has yet to submit its detailed engineering design (DED). The group has also not secured the required environmental compliance certificate (ECC), and technical coordination with the Civil Aviation Authority of the Philippines (CAAP) is still ongoing.

Despite receiving approval from the Philippine Competition Commission in 2024, the consortium—comprising Cavitex Holdings and House of Investments—must fulfill several requirements before construction can begin. The USD11-billion airport project, awarded by the Cavite provincial government in 2022, aims to serve as an international gateway to address future air traffic demand. However, since this is a provincial public-private partnership (PPP), the timeline depends entirely on the consortium’s submission of the required documents.
