France-based RAPT Dev and East Japan Railway Company (JR East) have signed a memorandum of understanding (MoU) to collaborate for the upcoming operations and maintenance (O&M) contract of the North-South Commuter Railway (NSCR) project. The timeline for the procurement process could not be confirmed.

The commuter rail line will span 163 km connecting Clark, Pampanga, Calamba and Laguna by 2028. The project is being financed by the Asian Development Bank (ADB) and the Japan International Cooperation Agency (JICA). When fully operational, it will have an average daily ridership of 0.6 million passengers.
