Xuan Truong has proposed building a new international airport in Y Yen district, Nam Dinh province, Vietnam, as part of a larger infrastructure push in the newly merged province combining Nam Dinh, Ha Nam, and Ninh Binh. The proposal, submitted to the Ministry of Construction, includes options for alternate locations as determined by the ministry.

Xuan Truong’s broader vision includes constructing two eight-lane expressways linking the Trang An–Bai Dinh heritage complex to Nam Dinh and Phu Ly towns, along with nine new bridges over the Day and Hoang Long rivers. The infrastructure is aimed at transforming the area into a national cultural and tourism hub, with road and bridge works targeted for completion within 12 months.

Funding for the airport will be drawn from the new provincial budget and private capital. Xuan Truong is known for large-scale spiritual and tourism projects like the Trang An–Bai Dinh and Tam Chuc complexes.
