The Government of Vietnam has authorised direct power purchase agreements (DPPA) for rooftop solar, waste-to-energy (WtE), and biomass projects. These agreements will allow renewable energy (RE) producers to sell power directly to large consumers without involving Vietnam Electricity (EVN).
RE producers can use private power lines or the national grid for direct sales. Private lines can include various renewable sources and must have or be exempt from an electricity operation licence. Waste-to-energy projects are currently excluded but may be included in the future. Producers and consumers will sign agreements with mutually agreed terms for private line transactions. Excess electricity can be sold back to EVN. Consumers can buy power directly from renewable producers, the National Power Transmission Corporation.
Vietnam has over 103,000 rooftop solar projects with a total installed capacity exceeding 9,500 MW. The Power Development Plan VIII aims to add 2,600 MW by 2030. Additionally, the Ministry of Industry and Trade proposed a DPPA pilot scheme with a capacity of 1,000 MW, attracting interest from major companies.
