PT PLN (Persero) has reaffirmed its readiness to act as the offtaker for power generated from Indonesia’s upcoming waste-to-energy (WtE) (PLTSa) projects. The government announced that construction of new PLTSa plants will begin next year as part of its renewable energy and waste-management strategy. Seven projects are planned for completion by 2026, with PLN providing network readiness and offtake certainty.

The national programme targets the development of 33 PLTSa facilities by 2029 across provinces facing significant waste-management challenges. The initiative is being advanced by Danantara Indonesia, with PLN designated as the electricity offtaker. Officials highlighted the need for strong coordination between central and regional governments, businesses, and local communities to improve project bankability and ensure operational sustainability. The authorities also noted that gaps in the Reduce–Reuse–Recycle (3R) ecosystem remain a key challenge.

According to PLN, waste-to-energy has been incorporated into the 2025–2034 RUPTL as part of the country’s bioenergy expansion. PLN is reinforcing transmission and distribution systems in priority regions to enable the timely grid integration of new PLTSa plants. The programme is positioned as a critical component of Indonesia’s energy-transition roadmap while simultaneously addressing urban waste issues and supporting tourism-driven cities.
