The Philippines’ Board of Investments (BOI) has certified 248 strategic projects worth PHP6.43 trillion (approximately USD115 billion) under its Green Lane initiative between February 2023 and September 2026. The projects are expected to generate 428,074 jobs. Renewable energy accounts for the largest share, with 190 projects valued at P5.52 trillion, representing about 86 per cent of the total investment pipeline.
Digital infrastructure accounts for 10 projects worth PHP405.12 billion, while six public-private partnership (PPP), infrastructure and water projects are valued at P416.75 billion. The portfolio also includes 33 food security projects worth PHP19.68 billion, eight manufacturing projects worth P67.33 billion and one pharmaceutical project worth P45 million. From January to September 2026, the BOI certified 26 projects worth PHP455.61 billion, expected to generate 46,855 jobs.
The initiative, established under Executive Order 18 in February 2023, streamlines permits and licences for strategic investments. Of 122 permits processed under the programme, average processing time fell to 7.67 days from the standard 19.12 days, a reduction of 59.9 per cent. However, project implementation remains a challenge, with financing, land acquisition, construction and supporting infrastructure potentially affecting delivery.
