On the western edge of Singapore, a massive transformation is reshaping the future of maritime logistics. Rising from reclaimed land along the Tuas coastline, Tuas port represents one of the most ambitious port development projects ever undertaken. Designed to become the world’s largest fully automated container port, the facility is not simply an expansion of Singapore’s existing maritime infrastructure – it is a complete reimagining of how ports will operate in the decades ahead.

Project features

Tuas port is being developed in four phases across an expansive reclaimed waterfront on Singapore’s western coast. The project features multiple deep-water berths capable of serving the world’s largest container vessels.

The first operational phase includes modern deep-water berths equipped with advanced quay cranes and automated container yards. Future phases will progressively expand berth capacity, storage areas and supporting infrastructure until the port reaches its planned annual handling capacity.

A major advantage of the new facility is its ability to consolidate operations currently spread across Singapore’s older city terminals and Pasir Panjang terminal. This consolidation eliminates unnecessary inter-terminal container transfers, reducing costs while improving cargo flow and vessel turnaround times. The port has also been designed to accommodate the continuing growth in ultra-large container ships, ensuring that Singapore remains capable of handling the world’s biggest commercial vessels well into the future.

Construction milestones

The construction of Tuas port has advanced steadily over the past several years despite the engineering complexity involved in creating an entirely new maritime facility. Operations officially commenced in September 2022 with the opening of the first three berths. Since then, container throughput has increased rapidly as shipping services have gradually shifted to the new terminal. A significant milestone was reached in early 2025 when Tuas port handled its 10 million twenty-foot equivalent units (TEUs), demonstrating strong operational performance only a few years after opening. Meanwhile, physical expansion continues across the site. At present, 12 berths are already operational, while additional quay walls, container yards, maintenance facilities and supporting infrastructure remain under construction.

As of May 2026, Phase 2 of Tuas port is under construction, with reclamation about 80 per cent complete and land progressively being handed over to PSA for terminal development. For Phase I, the port is expected to feature 21 operational berths with a handling capacity of approximately 20 million TEUs per annum by 2027. The first Phase 2 berths are expected to enter service in 2028.

When fully completed by around 2040, the mega port with 66 berths is expected to handle up to 65 million TEUs annually, almost doubling the country’s previous container handling capacity.

Automation and technology 

Perhaps the defining characteristic of Tuas port is its extensive use of automation. Rather than relying heavily on conventional cargo handling methods, the port integrates artificial intelligence (AI), data analytics and remote operations into nearly every stage of container movement.

One of the most visible innovations is the deployment of automated guided vehicles (AGVs). These battery-powered electric vehicles (EVs) transport containers between the quay and storage yards without human drivers. Guided by sophisticated navigation systems, the AGVs operate continuously while optimising travel routes to reduce congestion and maximise productivity.

Container loading and unloading are performed using remotely operated quay cranes capable of handling increasingly larger vessels. Crane operators work from centralised control centres instead of elevated cabins, providing improved safety, ergonomics and operational efficiency. Within the container yards, automated yard cranes stack and retrieve containers with high precision.

AI plays an increasingly important role in forecasting container arrivals, allocating resources, predicting maintenance requirements and improving vessel scheduling. Digital twin technology further enhances planning by creating virtual models of port operations, allowing managers to simulate traffic flows, identify bottlenecks and optimise infrastructure performance before implementing operational changes.

Sustainability as a design principle

Environmental sustainability has been emb­ed­ded into Tuas port from the earliest planning stages. As international shipping increa­singly focuses on reducing carbon emissions, ports are under pressure to adopt cleaner technologies and improve energy efficiency.

Electric AGVs replace conventional diesel-powered transport equipment across much of the terminal, reducing local emissions while lowering operating costs. Automation also minimises unnecessary equipment movements, improving energy efficiency throughout cargo handling operations. Energy-efficient lighting systems, smart building technologies and optimised operational planning further contribute to lower electricity consumption.

The project also incorporates extensive environmental monitoring and coastal management measures designed to balance operational requirements with marine ecosystem protection.
