The Ministry of Transport has established a port authority to regulate the sector efficiently. The total flow of cargo to ports in the HCM City area was just 4.4 million twenty-foot equivalent units, or just 30 per cent of the installed capacity. As a result, the ports are experiencing financial problems with losses ranging from 123.3–145.27 billion dong to about 337.84–506.76 billion dong per year.
