The Metro Pacific Tollways Corporation will form a joint venture (JV) with construction company Philippine National Construction Corporation for the PhP 23 billion North Luzon Expressway–South Luzon Expressway connector road project. The project entails the construction of a 13.4 km four-lane elevated expressway with exits on Quirino, Espana, and Fifth Avenue. Metro Pacific Tollways is an investment holding company that is involved in tollway business activities.
