The Philippine government has confirmed that a demonstration run of the 33-km Metro Manila Subway Project remains targeted for 2028, while full commercial operations are expected by 2032. The flagship rail project is progressing under the government’s Build Better More infrastructure program, with construction advancing on multiple sections.
The metro line will connect Valenzuela City and Parañaque City, with a branch serving Ninoy Aquino International Airport Terminal 3. The project is being financed through a loan agreement with the Japan International Cooperation Agency (JICA), covering an investment of more than PHP488 billion. In February 2026, President Marcos led the groundbreaking ceremony for the Kalayaan Avenue and Bonifacio Global City stations in Taguig City, where officials said the project was ahead of schedule.
The Metro Manila Subway is the Philippines’ first underground metro system and forms the centerpiece of the country’s rail expansion program. The Department of Transportation (DOTr) has acknowledged that right-of-way acquisition remains a challenge for several railway projects, although relocation activities for affected communities are continuing.
