The Ministry of Public Works and Transport is likely to develop the 300 km Road No.13 on a build–operate–transfer (BOT) (toll) basis. Currently, it is conducting feasibility studies with the help of the World Bank. The first section that will start from Vientiane will connect the Phonhong and Vangvieng districts, while the second section with the same starting point will be linked to Pakngum district in Borikhamxay province.
