The Government of Ho Chi Minh City (HCMC) has announced plans to upgrade the outlying districts of Can Gio, Cu Chi, Hoc Mon and Binh Chanh to cities by 2030. The government is also seeking investments to develop new urban areas, industrial parks and commercial zones as well as improve existing road infrastructure in the four districts.

Additionally, the government will focus on developing green and sustainable urban areas and undertake the management of lands bordering rivers, canals and other water bodies while addressing issues regarding flooding, pollution, land degradation, and saltwater intrusion.

Advanced public transport systems will also be developed in the four districts while preserving green buffer zones for high-tech agriculture.
