The Ho Chi Minh City People’s Committee has proposed adding five new metro lines to the appendix of parliamentary Resolution No. 188, which pilots special mechanisms and policies for developing urban rail networks in Ho Chi Minh City and Hanoi. The proposal follows the administrative merger of Ho Chi Minh City with Binh Duong and Ba Ria–Vung Tau, creating an expanded metropolitan area with increased regional connectivity needs.

Under the proposal, the five metro lines are: Binh Duong New City–Suoi Tien (Line 1), Thu Dau Mot City–HCMC (Line 2), Vung Tau–Ba Ria–Phu My (Line 3), Thu Thiem–Long Thanh, and an extension of the Ben Thanh–Suoi Tien metro line to the administrative center of Dong Nai province and Long Thanh International Airport. All five lines are planned for implementation during the 2026–2030 and 2031–2035 periods, using public investment or public-private partnership (PPP) models.

The Thu Thiem–Long Thanh line has been reclassified from the national railway plan into an urban railway, with Ho Chi Minh City designated as the competent authority despite the route passing through Dong Nai province. The line is intended to provide high-capacity, environmentally friendly connectivity between Ho Chi Minh City, Tan Son Nhat International Airport, and Long Thanh International Airport, easing pressure on the already congested road network.

Separately, the proposed extension of the Ben Thanh–Suoi Tien line would cross the Dong Nai River and connect the new provincial administrative centre with Long Thanh airport, in line with Dong Nai’s approved master plan for 2021–2030 with a vision to 2050. Together, the proposed metro additions are expected to strengthen regional integration, support airport access, and underpin long-term urban and economic development in southern Vietnam.
