Hanoi’s People’s Committee has approved a roadmap to transition all buses in the city to electric energy by 2030. Under Plan No. 149/KH-UBND, the switch will be rolled out in two phases, with an initial goal of reaching ten percent green buses by end-2025 and 20–23 percent by 2026. The complete transition is scheduled by the end of the decade.
From 2025–26, the city will focus on establishing supportive policies, funding access for operators, and building fast-charging infrastructure. Inner-city routes within Ring Road No. 4 will be prioritised for early electrification to reduce emissions and noise. Between 2027–30, the pace of vehicle replacement will accelerate.
The plan also includes adjustments to the bus network to suit electric vehicle operations and ensure integration with metro and BRT systems. The People’s Committee will introduce a new resolution to provide interest rate subsidies, revised fare norms, and infrastructure standards. An integrated e-ticketing system will also be implemented as part of the city’s broader Smart Transportation initiative.
