The Department of Budget and Management (DBN) has released additional funding of PHP220 billion for its 2022 annual budget, out of which 81 per cent (PHP177.9 billion) will be used to finance unprogrammed appropriations. The initial budget for the year was PHP5.02 trillion, which has now increased to PHP5.243 trillion as of the end of October 2022.
Most of the unprogrammed appropriations will be used to support foreign-assisted projects of the Departments of Public Works and Highways (DPWH) and Department of Transportation (DOTr). Another PHP1.4 billion has been allocated to continue DOTr’s fuel subsidy programme. The remaining budget has been allocated for the Light Rail Transit Authority’s (LRTA) ongoing projects.
Unprogrammed appropriations are triggered when excess revenues are not generated, and an item of appropriation is found to be inadequate or non-existent.
