Four groups have submitted pre-qualification documents for the PhP 35.42 billion Cavite–Laguna (Cala) Expressway project. These groups are the: Alloy MTD Group of Malaysia; Team Orion, led by AC Infrastructure Holdings Corporation of the Ayala Group, Aboitiz, Macquarie Infrastructure Holdings Philippines, Bouygues Travaux, Egis Road Operations, and Korea Expressway Corporation; MPCALA Holdings, Inc., led by Metro Pacific Tollways Development Corporation and Leighton Contractors Philippines, Inc.; and Optimal Infrastructure Development, Inc. of San Miguel Corporation. The Cala Expressway is a four-lane, 47 km at-grade road that will connect the Manila–Cavite Expressway and the South Luzon Expressway. The cost of the project (including design and construction) is estimated at PhP 35.42 billion. It has a concession period of 35 years.
