The Luang Namtha Provincial Administration and Lan Xang Bridge-Road Construction Sole Company Limited have signed a Memorandum of Understanding (MoU) to initiate a feasibility study for the proposed Boten–Nateuy Expressway in northern Laos. The agreement, signed on October 27, 2025, also covers the upgrading and rehabilitation of key sections of National Highway 13 North and National Road 13R.

Under the MoU, Lan Xang Bridge-Road Construction will study the proposed expressway route connecting Boten International Checkpoint on the China border to Nateuy in Luang Namtha Province. The scope includes an 18 km section of National Highway 13 North from the Oudomxay provincial border to Boten and a 28 km section of National Road 13R from the Nateuy T-junction to Bouamphieng T-junction. The company has 18 months to complete the study, with a possible six-month extension, and must begin work within 90 days of signing, while submitting a USD30,000 security deposit.

The expressway project aims to improve regional connectivity, support cross-border trade with China, and promote socio-economic development in northern Laos. It forms part of the government’s broader goal of transforming Laos into a land-linked nation by improving road infrastructure and international transport corridors.
