Vietnam Electricity (EVN) has submitted a proposal to the Ministry of Industry and Trade (MoIT) to import wind power from Laos to Quang Tri province. As per the proposal, EVN will import 250 MW of electricity from the Truong Son Wind Power Plant and an additional planned 220kV double-circuit transmission line. 

The 75-km-long line will connect the Truong Son Wind Power Plant’s substation to the Do Luong substation in central Nghe An province, Vietnam. Operations are scheduled for Q4 2025.

Once operational, it will be able to export 3,000 MW of electricity with capacity growing to 5,000 MW by 2030. Additionally, EVN has signed 19 power purchase agreements (PPA) to buy electricity from 26 power plants in Laos with a total capacity of 2,240 MW. Of these, seven projects are currently operational, with a total capacity of 806 MW, and are expected to generate an additional 1,171 MW of electricity by 2025.
