The Philippines Department of Transportation (DOTr) has commenced work on the Active Transport Strategic Master Plan (ATSMP), aimed at creating a high-quality framework for active transport systems. The plan, developed with consultancy from Palafox Associates, will address challenges such as inadequate infrastructure and unsafe conditions. Covering pilot areas like Metro Manila, Iloilo City, and Zamboanga City, it aims to establish walking and cycling as mainstream travel options, reduce greenhouse gas emissions, and close last-mile connectivity gaps.

The ATSMP will guide national and local government units in planning and implementing sustainable transport networks, with replicable frameworks for diverse regions. It aligns with the Philippine Development Plan 2023-2028, emphasising infrastructure such as bike lanes, widened sidewalks, and pedestrian crossings. Additionally, DOTr is seeking consultants for a 30-year Philippine Transportation System Master Plan, covering passenger and cargo systems.
