The Department of Transportation and Communication (DOTC) is exploring the possibility of developing a mass transit subway system to decongest Metro Manila’s major roads. JICA has offered to conduct a feasibility study for the proposed project that will be patterned on the basis of systems in Japan, Hong Kong, and the US, among others. Metropolitan Manila Development has stated that a subway system from the Fort in Taguig city to an area near a shopping mall in North Edsa in Quezon city is feasible. The country’s MRT system, particularly the Metro Rail Transit Line 3 (MRT-3), along with Light Rail Transit (LRT) Lines 1 and 2, are already operating above their capacity. Besides the proposed subway system, the government is also pursuing a bus rapid transit system that would initially be introduced in Cebu. It would be established along Quezon Avenue, C-5 Road, and Ortigas Avenue in Metro Manila.
