The Bids and Awards Committee of the Department of Transportation and Communications (DOTC) is evaluating the proposal of China-based CNR Group’s Dalian Locomotive & Rolling Stock Company to supply trains for the PhP 3.77 billion Metro Rail Transit Line 3 (MRT 3) capacity expansion project. Another Chinese company, CSR Zhuzhou Electric Locomotive Company Limited, also participated in the bidding. However, its bids were rejected, as it failed to submit a certificate of reciprocity and comply with a technical requirement. Earlier, the government had cancelled its plans to acquire second-hand trains for the MRT 3 from Spain’s Metro de Madrid, citing high maintenance costs.
