The Gia Lai provincial People’s Committee has selected a consortium comprising Dai Loi Holding Co., Ltd. and An Phat Construction and Development Investment Consultation JSC to implement the Ia Hla wind power plant project in central Vietnam. The project has an estimated investment of VND1.6 trillion USD61.21 million), including VND1.58 trillion in implementation costs and VND20 billion for compensation, support and resettlement.

The wind power plant will have an installed capacity of 40 MW and is expected to generate approximately 119.46 million kWh of electricity annually. It will occupy around 24.76 hectares across Ia Ko and Chu Puh communes in Gia Lai province. The project will have an operating term of 50 years, with construction scheduled to begin in February 2027 and commercial operations targeted for February 2028.

The consortium was selected following a second call for investors. An earlier consortium comprising Solar City LA and VietnamSolar failed to meet preliminary capacity requirements. A previous consortium of An Phat and Singapore-based Leader Energy also failed to satisfy the required capacity criteria. The Gia Lai Department of Finance issued a new call for expressions of interest on June 26, 2026, after which An Phat partnered with Dai Loi Holding for the latest bid.

Dai Loi Holding increased its charter capital from VND89 billion to VND589 billion (USD22.53 million) following its establishment and subsequently changed its primary registered business activity in July 2026 to electricity generation from renewable energy sources. An Phat, established in 2018 and headquartered in Hanoi, primarily operates in architecture and related technical consultancy.

The Ia Hla project forms part of Gia Lai’s wider renewable energy development programme. As of August 6, 2026, the province had 110 renewable energy projects, including projects that were operational, under construction or undergoing investment and construction procedures. The provincial government is also accelerating transmission lines and substations to address grid and land-clearance constraints affecting renewable energy developments.
