A major Vietnamese-backed wind power project in Bolikhamxay Province, Laos, is nearing completion and is expected to begin full commercial operations by the end of 2025. The Truong Son Wind Farm, spanning Khamkeut and Xaychamphone districts, will generate 600 MW of electricity for export to Vietnam to meet rising clean energy demand.

Developed in two phases — Truong Son Wind Project 1 (USD371 million) and Project 2 (USD556 million) — the facility is located at altitudes between 1,400 and 2,000 meters and has a planned 25-year operational lifespan. Construction began in April 2024 after initial surveys in October 2023 and is now 80 per cent complete, according to Project Director Ruang Jung Anh. Electricity will be transmitted via a 220 kV line linking the site to Vietnam’s Do Luong substation in Nghe An Province, marking the first private Vietnamese investment in a cross-border transmission line.

The project forms part of Laos’ growing renewable energy portfolio, which includes the Monsoon Wind Power Project—a 600 MW onshore wind farm launched in September 2025 across Sekong and Attapeu provinces. Both developments align with the Vietnam–Laos power purchase agreement, under which Vietnam aims to import 3,000 MW of electricity by 2025, scaling up to 8,000 MW by 2030 and 11,000 MW by 2050, reinforcing bilateral cooperation in regional energy security and green transition.
