Construction has commenced on the 300 MW Bestari Large-Scale Solar (LSS) floating photovoltaic project in Bestari Jaya, Kuala Selangor, under Malaysia’s fifth Large-Scale Solar programme (LSS5). The project is set to become the largest floating solar PV plant in Malaysia and among the largest in Southeast Asia once completed.

The project is being developed by Bestari Solar Sdn Bhd, a consortium led by Edra Power Holdings, Worldwide Holdings Berhad, and Rotaka Engineering Services. The partners stated that the collaboration brings together state-linked oversight, international clean energy experience, and local engineering capabilities.

The floating solar plant will have an installed capacity of 300 MW, developed on water bodies in Bestari Jaya. Power generated from the project will be supplied to the national grid under a 21-year power purchase agreement, signed in March 2025, with commercial commissioning scheduled for July 2027.

Edra Power is a subsidiary of CGN Energy International Holdings, which is wholly owned by China General Nuclear Power Corporation. The Bestari project represents the first floating solar PV development for both CGN and its international arm and is expected to serve as a regional reference for future floating solar deployments.

The project supports Malaysia’s national target of achieving 40 per cent renewable energy capacity by 2035 and aligns with Selangor’s green economy strategy by promoting sustainable land use, investment inflows, and local socio-economic benefits. As of July 2025, Malaysia’s operational renewable energy capacity stood at 4.57 GW, accounting for around 17 per cent of total installed capacity, with solar as the largest contributor.
