The Asian Development Bank (ADB) will invest USD15 billion in the public transport and road networks in the Philippines by 2023. The investment will cover improvements in railways and advanced bus systems, connections between different modes of transportation, and the development of protected pedestrian walkways around public transportation stations.

Of the total, USD4.25 billion funding will be allocated for the North-South Commuter Railway project, also known as the Clark–Calamba Railway project. The 148 km urban rail transit network will have 36 stations and will run between Calamba in Laguna to New Clark City in Tarlac. The bids to supply civil-engineering and rolling stock for the line have been launched. The contracts are expected to be awarded by the end of 2021.
