The Asian Development Bank (ADB) has announced plans to approve loans for four major transport infrastructure projects in the Philippines by 2028. This initiative is part of ADB’s ongoing support for the government’s Infrastructure Flagship Program (IFP). These projects are being prepared under the ADB-financed Infrastructure Preparation and Innovation Facility (IPIF). This facility supports the preparation, pre-implementation, and early implementation of climate-resilient transport infrastructure projects in the country.

One of the key projects in the pipeline is the Metro Rail Transit Line 4 (MRT-4). The ADB plans to approve a proposed USD1 billion loan by 2025 to fund this project. MRT-4 will feature 10 stations along a 13.4-km-long line from the Epifanio de los Santos Avenue (EDSA) Ortigas Ave junction to Taytay, Rizal. The second project is the Laguna Lakeshore Road Network Project, which the ADB is planning to approve in 2024. The proposed funding stands at USD3.5 billion through a multitranche financing facility. This 37-km-long road network will link Taguig City to Calamba City.

For 2027, the ADB plans to co-finance with the Japan International Cooperation Agency (JICA) a 65-km-long highway linking Cagayan de Oro City to Malaybalay City, Bukidnon. Additionally, the ADB aims to approve a loan for the Central Luzon Corridor Rail Network Extension by 2028. This rail line will extend the North-South Commuter Railway system to central Luzon.

Moreover, the ADB is also supporting the Departments of Transportation (DoTr) and Public Works and Highways (DPWH) with feasibility studies and detailed engineering designs for upcoming projects. These include road, railway, metro rail, public transport, maritime transport, and shipping infrastructure under the IPIF’s third tranche.
