Vietnam’s T&T Group and Vinacom Investment and Trading Company have signed a memorandum of agreement to develop, invest in and operate the 495 MW Savan 2 wind power project in Savannakhet province, Laos. The project has an estimated investment of USD768 million and is targeted to begin commercial operations by the end of December 2028.

Savan 2 will build on the infrastructure and experience established by T&T Group’s Savan 1 wind power project in the same area. Phase 1 of Savan 1, with a capacity of 300 MW, began commercial operations in December 2025 and supplies approximately 0.9 billion kWh of electricity annually to Vietnam. The project also includes a nearly 70-km transmission system connecting Laos to Vietnam’s power grid through the 220 kV Lao Bao substation in Quang Tri province.

Together, Savan 1 and Savan 2 are planned to form an integrated wind power cluster with a designed capacity of approximately 990 MW. The development aligns with bilateral efforts to increase electricity imports from Laos to at least 8,000 MW by 2030 and strengthen cross-border grid connectivity. Vietnam’s revised Power Development Plan VIII projects annual electricity consumption growth of 10.5–12.9 per cent during 2026–2030, reinforcing the need for additional power supplies.
