Vietnam’s Ministry of Finance (MoF) and the World Bank (WB) have agreed to develop a pipeline of projects for World Bank financing during 2026–2030, prioritising high-impact investments in transport, energy, climate-resilient infrastructure and development policy financing. The agreement was reached during a meeting on July 28, 2026, between Minister of Finance Ngo Van Tuan and Mariam J. Sherman, World Bank Country Director for Vietnam, Cambodia and Laos. According to the World Bank’s preliminary lending pipeline, around 24 projects with an estimated total loan value of USD9.3 billion have been identified for the five-year period.

Several projects have already completed loan negotiations and are expected to be signed in August and September 2026, while a further nine projects have received approval for borrowing proposals and are progressing through investment policy approvals and feasibility studies. The Ministry of Finance will review each proposed project against agreed selection criteria, focusing on projects that are well prepared, have secured counterpart funding, demonstrate strong implementation capacity and can deliver measurable economic benefits. Transport infrastructure has been identified as a priority sector due to its potential to improve regional connectivity, stimulate industrial investment, enhance land use efficiency and support urban and service sector development.

The two sides also reviewed progress on the new Country Partnership Framework, pilot projects under the Multiphase Programmatic Approach, fast-track implementation mechanisms, budget support operations, high-tech investment proposals and technical assistance for Vietnam’s Infrastructure Finance Programme and National Investment Fund. Vietnam and the World Bank agreed to shift future lending towards transformational, high-impact investments while maintaining public debt sustainability and improving the efficiency of public investment. The Ministry of Finance will submit an official letter to the World Bank between August 20 and 25, 2026, confirming the detailed project pipeline and any additional priority projects.
