Singapore’s Ministry of Transport (MOT) and the Civil Aviation Authority of Singapore (CAAS) have invited proposals to shape the Changi East Urban District, a 40 hectare development adjacent to the upcoming Terminal 5. The new district, about the size of 56 football fields, is intended to be a mixed-use hub integrating business, leisure, and community spaces to support Changi’s role as a leading global air hub. Stage one of the tender closes on September 24, 2025, with final award expected by mid-2026.
The appointed consultant will carry out a demand study and prepare a detailed concept plan, including car-lite measures, green corridors, public spaces, and underground developments where feasible. The plan must also align with Singapore’s net-zero 2050 target and project demand trends up to the mid-2050s.
