Vietnam’s Ministry of Construction has proposed using VND 14.2 trillion (USD 562 million) from the 2024 state budget surplus to address issues in 11 underperforming Build-Operate-Transfer (BOT) transport projects. The plan includes direct financial support for four projects and early contract termination for seven others. Nine projects will be funded by the central government, while two will be supported by provincial budgets.

Under the proposal, four projects—Viet Tri–Ba Vi Bridge, Thai Ha Bridge, Deo Ca Tunnel, and Bac Giang–Lang Son Expressway—will receive USD335 million in state support due to major revenue shortfalls. Seven other projects, including National Highway 91, Thai Nguyen–Cho Moi Road, and Thanh Hoa Bypass, will be bought out and terminated using USD249 million.

The Ministry said these projects were impacted by policy changes, toll station closures, and traffic diversion, making recovery unfeasible. Only partial loan interest will be reimbursed, excluding investor profits. A resolution will be submitted to the National Assembly for approval.
