The Ministry of Transport (MoT) has inked operating agreements (OAs) with Malaysia Airports Holdings Bhd (MAHB) spanning 45 years, until February 2069. Under these agreements, MAHB will retain its responsibilities to operate, manage, maintain, and upgrade 39 airports across the country. These include five international airports, 17 domestic airports, and 17 short take-off and landing airports (STOLports).

In addition to the OAs, the government and MAHB have also finalized a land lease agreement, which received approval in principle in February 2023.
