DoT is planning to issue construction tenders for the Malolos-Tutuban project by 2018. The project is being implemented under the North-South Commuter Railway (NSCR) project in Metro Manila. Phase I of the project involves the development of a 38 km elevated commuter line on the Tutuban-Manila-Malolos-Bulacan route. An estimated investment of $4.8 billion will be required under the project. In November 2015, JICA sanctioned a loan of JPY 241.99 billion for procuring rolling stock and electromechanical systems for the NSCR. JICA is also assisting the Philippines government to undertake a feasibility study for a 55 km long north extension of the NSCR from Malolos to Clark, and has offered to build the first 100 km section of the 2,000 km Mindanao railway line.
