The Post and Telecommunications Department (PTD) of Myanmar’s Ministry of Transport and Communications has published a consultation paper on the allocation of additional spectrum in the 1800 MHz spectrum band. In the consultation paper, the regulator has stated that it prefers a direct allocation method for the sake of speed, but has acknowledged that other methods, such as auctions, will be more transparent. Further, PTD has stated that the ministry’s priorities are undertaking efficient and transparent spectrum allocation; promoting competition in the market to ensure high quality and low prices of services for customers; providing resources for the development of the sector and introducing new technologies; and providing revenue for the state. According to PTD’s proposed approach, all four operators in the country, namely, Myanmar Post and Telecommunications (MPT), Telenor Myanmar, Ooredoo Myanmar and Mytel, would be given the opportunity to acquire 2×10 MHz of spectrum at a predetermined price.
