The Philippines’ Department of Information and Communications Technology (DICT) has published the draft rules and regulations on the selection of a new major player (NMP) in the public telecommunications market. The draft rules outline the relevant criteria for a telecom company to qualify to participate in the process, the frequencies it plans to award, the scoring system that the government will use to assess bid applications, other obligations that will be placed on the NMP, and details of penalties that could come into play if it fails to comply with the obligations. The final content of the terms of reference is awaiting public consultation.
